East Evergreen and Grand Boulevards are locally-oriented corridors that boast an emerging small business district, have a unique character with smaller-scale buildings oriented to the street, and are located in an area adjacent to established neighborhoods. The City of Vancouver has embarked on a community planning process for the Evergreen and Grand study area that is intended to support neighborhood livability and create a walkable environment where businesses can thrive.

The Vancouver City Council will review and consider adoption of the Strategy at the upcoming meeting, which includes a public comment opportunity:

Establish a long-term vision for the corridors, including opportunities for community input on the vision, goals, and objectives through the August virtual open houses and online survey.
Vision Concept and Recommendations (Fall 2020 – Early 2021)
Evergreen and Grand Commercial Corridors Strategy has finished this stage
Recommendations to achieve the vision will be developed and reviewed by the community at public outreach opportunities in February 2021, which will address types of land uses and development that are allowed, the pedestrian environment, building orientation in relationship to the street, and parking and access.
Draft Evergreen and Grand Commercial Corridors Strategy (Spring - Summer 2021)
Evergreen and Grand Commercial Corridors Strategy has finished this stage
Community feedback provided through the February 2021 virtual open house and online survey will be used to help refine the recommendations, and inform the development of the draft Evergreen and Grand Commercial Corridors Strategy report. Following the release of the draft report, there will be Planning Commission and City Council workshops and hearings where the public will be able to provide comment on the draft Strategy prior to adoption anticipated in fall 2021.

Pending Council direction, hold public hearings before Planning Commission and City Council on Strategy Document. Adoption hearings will occur at Planning Commission and City Council. Date and times for the hearings will be shared with the public.
Implementation (2022 and Ongoing)
this is an upcoming stage for Evergreen and Grand Commercial Corridors Strategy
Develop updated zoning standards, design guidelines, and other regulatory updates for public comment and Planning Commission and Council review in the first half of 2022. Longer-term programmatic investments will be implemented over time as resources allow. Programmatic investments include things like supporting the formation of an organization that helps small businesses and organizes events like markets that draw people to the area.
