Washington’s Commute Trip Reduction (CTR) Law was passed in 1991 to reduce air pollution, fuel use and traffic congestion. It requires some jurisdictions to create CTR programs and work with large employers to reduce drive-alone commutes.

Since 2006, the City of Vancouver has managed the Clark County CTR program for Vancouver, Camas, Washougal and unincorporated Clark County. Employers with 100+ full-time employees commuting during peak commute hours must participate. There are 56 affected worksites countywide, reaching about 11,000 employees.

We've developed the 2025-2029 Commute Trip Reduction Plan to guide the future Clark County CTR program and engage the community in creating a vision for reducing drive-alone commute travel. 2025-2029 Commute Trip Reduction Plans are available on the WSDOT Transportation Demand Management Technical Committee webpage.

Plan goals

  1. Develop performance measurement goals that meet the statewide plan goals and objectives.
  2. Develop a plan and strategy for reducing employee drive-alone commutes among the city's largest employers.
  3. Ensure alignment with Camas, Washougal, Clark County, and Regional Transportation Council plans.

Get involved

Sign up for email updates to stay informed about the program and how to get involved. The program team will offer a variety of ways to get involved and provide input such as:

  • Tabling at community events
  • Stakeholder interviews
  • Employer forums and interviews
  • Community survey (now concluded)

What is the goal of Commute Trip Reduction?

The goal is to reduce traffic congestion, air pollution, and fuel consumption in the state's most congested urban areas (e.g. City of Vancouver, Clark County) by engaging the largest employers to encourage non-drive-alone commute options to their employees.

When will the plan be adopted?

The 2025-2029 CTR plan will be adopted by the Vancouver City Council no later than June 30.

How is the program funded?

The program is 100% grant-funded Commute Trip Reduction Program formula funding allocated by the Washington State Legislature.
