It requires some jurisdictions to create CTR programs and work with large employers to reduce drive-alone commutes.</span></p><p data-end="539" data-start="246"><span style="font-size: 16px;"><span style="font-family: Arial,Helvetica,sans-serif;">Since 2006, the City of Vancouver has managed the Clark County CTR program for Vancouver, Camas, Washougal and unincorporated Clark County. Employers with 100+ full-time employees commuting during peak commute hours must participate.
