Bagley Community Park Improvements

The Bagley Community Park master plan was approved by the Parks and Recreation Advisory Commission at their meeting on Aug. 21, 2024. This colorful, lively park is a reflection of the variety and vibrancy of cultures represented within the Fourth Plain corridor. This master plan design offers many opportunities for people of all ages to have fun and feel a sense of belonging.

Master Plan

Through the center of the park is a wide promenade that acts as a stage for public life -- a linear room for strolling, sitting, playing, and group festivities. Along the promenade are spaces to picnic, play, exercise, and relax. Here, water is celebrated and in our rainy season this site comes to life in fun and interesting ways. A destination play area provides children of all ages a place for wonder and exploration.

A large event space is where big groups of people can gather and celebrate. On the park’s outer edges are an off-leash dog area, fitness features and sports courts, a community garden, a flexible lawn, and a large landscape buffer. In the middle of it all sits a lush, restored wetland that offers comfortable spaces to relax, learn, and experience nature.

With all the pieces together, this park acts as a safe and welcoming communal backyard where everyone is invited to relax and have fun.

What Happens Next?

This master plan will be built in phases. The full master plan is estimated at $12-15 million. Through Fourth Plain for All, Bagley Park will receive $5 million for the first phase of design and construction. We will continue to work with the community to refine the design for the first phase park amenities in 2024. Construction is expected to begin in 2026.

Project Overview

In 2023, the City of Vancouver began exploring design improvements at Bagley Community Park, to open it up to new opportunities for community use. The City’s existing sports programs have been consolidated to other locations and the softball fields are no longer be required at Bagley Park. We spent over a year collaborating with community members to reimagine the entire park to meet the needs of our growing city. The master plan combines community feedback with necessary additions to the City's parks system to create an exciting and inviting new design for the park.

In previous community conversations connected to the Fourth Plain for All project, neighbors said:

• Parks and natural areas should provide safe, welcoming spaces for families and friends to play, exercise and celebrate together.
• Investments in parks and natural areas are important.

The new Bagley Park master plan will create amenities and programs that improve the parks system in Vancouver and represent the culturally vibrant Fourth Plain community.
